i think they shouldnt even do that there will be people that will make a change or difference the same thing but if they provide college tuition for all citizens. Colleges would be so filled up with people that we would run out of room in class and for the people that arent citizens to pay for college that wouldnt be fair because only the citizens will get it and wat about all the other people that arent citizens so if is free for them it should be free for all students
